Introduction

Building our organizational capacity by “developing and strengthening the skills, instincts, abilities, processes and resources that our community needs to:  Survive, Adapt, & Thrive” (Ann Philbin)

Jubilee Homes of Syracuse, Inc. dream of creating a brighter future for the Southwest side of the City of Syracuse is based on a vibrant economy and an empowered community that have resources to help individuals enhance their skills, generate income and build assets.   Jubilee Homes recognizes that community revitalization includes both Neighborhood Rehabilitation and Business Development in order to implement strategic change that includes:   

  • Building shared values and a sense of community in the neighborhood by empowering neighborhood residents to develop, engage in and/or promote neighborhood building activities and events, in order to continue to build neighborhood cohesiveness.
  • Home ownership and/or rental opportunities for low and moderate income families through the construction and/or rehabilitation of permanently affordable owner-occupied homes and rental units in the neighborhood using the Community Land Trust Model.
  • Support and/or increase small business and commercial development on the Southwest-side through economic development initiatives.  
  • Preparing area youth for the future leadership through innovative youth development programs.

Implementation of such a change can be achieved to various degrees by identifying collaborative and capacity building solutions to enhance and expand our current resource infrastructures serving as the guidelines for the development, implementation and enhancement of the community.

Goals

We will build on past successes and reach even further to strengthen the capacity of our community by the following goals: 

Goal 1: Enhance Resource Capacity

Description

Enhance Resource Capacity by enhancing and expanding our current resource infrastructures to provide a more comprehensive and cohesive set of resources for micro and small businesses - particularly the underdeveloped and under performing businesses within the City of Syracuse 

Objectives

  1. Identify, develop and strengthen our community’s resource capacity through skills, instincts, abilities, processes and resource development.

  2. Develop strategic relationships with education, economic, and human development.

  3. Build strategic alliances across with economic and social justice organizations.

  4. Develop and support innovation and best practices in micro and small business development.

  5. Work with local and state organizations to develop and implement an effective strategy for continued community growth.

  6. Create a process to ensure relevance through annual review of goals, objectives and annual benchmarks by staff and board.
Goal 2: Start, Stabilize and Expand Small Business Enterprises

Description

Start, Stabilize and Expand Small Business Enterprises by facilitating entrepreneurial skills training and stimulating entrepreneurial spirit among the neighborhood and community businesses.
Objectives
  1. Establish Small Business Mentorship programs.

  2. Promote means for micro and small businesses to increase operational efficiency and capacity and to achieve sales.

  3. Maximize the use of technology in order to both increase organizational operating efficiency.  

  4. Ensure that small business training opportunities are available throughout the community utilizing effective technologies and addressing various levels of need.

  5. Ensure that technical assistance is available to small businesses through published materials, information and referral, a consulting network, counseling and other means that are available and deemed appropriate.

  6. Continue to enhance training programs and conduct business assessments to determine type of management assistance needed; sufficiency of the businesses organizational structure, management team, business model, market and or distribution area.

  7. Provide advocacy and support to develop micro and small businesses into a powerful and involved political constituency.

  8. Establish the small business marketing strategy to market small businesses to corporations, city, state and federal agencies to improve visibility, customer perception and programs services.

  9. Establish a revolving loan fund and aggressively focus on the development of a capital access for disadvantaged businesses. 

  10. Develop and maintain a list of city, state and federal certified businesses and a declaration of the certification process for certified businesses and specialized vendor list. 

  11. Advocate and identify outreach and assistance required to produce a 30% participating in city and state procurement opportunities.

Goal 3: Strengthen Neighborhood Infrastructure

Description

Strengthen Neighborhood Infrastructure by creating and building shared values and a sense of community in the neighborhood by empowering neighborhood residents to develop, engage in and/or promote neighborhood building activities and events, in order to continue to build neighborhood cohesiveness.
Objectives
  1. Identify and establish the key parameters in collaborating with neighborhood stakeholders to design and implement a plan to improve upon the quality of life by addressing crime, providing much needed green space and better delivery of services.

  2. Improve the safety and livability of neighborhoods.

  3. Increase access to quality public and private facilities and services.

  4. Reduce the isolation of income groups within a community or geographical area through the spatial de-concentration of housing opportunities for persons of lower income and the revitalization of deteriorating or deteriorated neighborhoods.

  5. Restoring and preserving properties of special historic, architectural or aesthetic value.

  6. Obtain appropriate housing and assisting persons at risk of becoming homeless; retention of the affordable housing stock.

  7. Develop a business retention and expansion plan to recruit large corporation  and    identify the Community Growth Centers which includes the development of areas of concentrated activity such as retail, office, public facilities, a range of residential development, cultural and recreational activities.

Goal 4: Create a Fiscally Sound Organization

 

Description

Create a Fiscally Sound Organization by developing a strategic plan that encompasses organizational longevity and financial stability and seek to revitalize the public awareness and branding  by creating a highly effective local, state and national communication strategy.
Objectives
  1. Continue to develop funders as partners.

  2. Create and implement a ten-year fund development plan to raise or earn adequate funding to effectively and efficiently run the organization.

  3. Continue to build and explore a stable, growing base of diversified funding sources to include: government funding; at least two new large private foundations; corporate partnerships; membership and service fees; planned giving; social entrepreneurship; and an endowment.

  4. Identify and explore an organizational structure that provides for self-sufficiency.
